As a Consultant for C4B, Daniel E. Bluthardt utilizes over 24 years of governmental and political experience to represent clients before the executive and legislative branches of Illinois government.  Daniel excels in providing the tools for efficient and effective issue advocacy and strategy through the development of policy goals and legislation, monitoring and analysis of legislative and administrative activities and grassroots organization and management.  Over his 22-year career in state government, Daniel has established strong bipartisan relationships with state legislators and administrative policy and decision makers throughout Illinois.

Daniel previously served as the Director of the Division of Professional Regulation for the Illinois Department of Financial and Professional Regulation since 2000.  As Director, Bluthardt was the primary policy and decision maker for over 60 professions, administering 57 licensure acts and issuing over 240 types of licenses for nearly 1,000,000 licensees.  Additionally there were 49 professional licensing Boards that served in an advisory capacity to Director Bluthardt.  Daniel also oversaw the Statewide Enforcement Division which is responsible for the enforcement of the licensure acts, the investigation and prosecution of alleged violations of any regulatory statutes under the Division’s jurisdiction.

Daniel served as Deputy Director for the Licensing & Testing Division at the Department of Professional Regulation from December 2003 through June 2004.  From 1995 until 2003, Daniel served in two high level positions within the Department of Professional Regulation: Director of Legislative Affairs and Assistant to the Director for Marketing Administration. 

From 1993 to 1995, Daniel was Vice President/Co-Owner of Stuff for Success, Inc., in Franklin Park, Illinois.  He also served as Policy Coordinator/Analyst for the Illinois House Republican Leader’s Office from 1991 to 1995 and worked for the Illinois Department of Conservation, now known as the Department of Natural Resources, from 1988 to 1991.

Bluthardt earned a bachelor’s degree in Political Science from the University of Wisconsin, Madison in 1987.
